When you file I-130 petition for your relative, you know that at one point, you will file the Affidavit of support to prove the US government that you will be financially responsible for the intending immigrant. Some of the immigrant visa applicants are exempted from the AOS therefore will file I-864W which was eliminated when the public charge rule took affect.
